The Ludlow Planning Commission completed their Bylaw Modernization work during the winter of 2023-24. Adoption by the Village Trustees is pending. The proposed bylaws implement the requirements of Act 47 with regard to density, lot size, parking, accessory dwellings, two-unit dwellings, multi-unit dwellings and emergency shelters; reduce minimum lot size in the Preservation district; reduce frontage and front setback requirements in the Residential-Commercial district; allow increased lot coverage in all districts; enable senior housing as a conditional use in all districts; and include a section on affordability requirements. Changes to dimensional standards, parking standards, and permitted uses are expected to allow for additional housing throughout the village. The “Affordability Requirement” section was added to ensure that some of the new housing is affordable. The senior housing provisions are intended to make Ludlow more accommodating to older residents.
