The region needs to increase the number and type of emergency housing options. In particular, there should be a focus on adding low-barrier shelters which welcome guests in as they are. This means removing as many pre-conditions to entry as possible, while keeping a safe environment. Due to the higher availability of services, infrastructure and public transit options, denser downtown and village centers should be the priority locations, including but not limited to the Upper Valley core, Claremont, Springfield, and Bradford areas. Smaller communities should be involved in communicating these resources locally and ensure access for needed transportation to facilities. Municipalities should work with providers to identify potential locations.
