Municipal officials, staff, and volunteers must be consistent with state and federal laws, such as the Federal Fair Housing Act (FHA), which outlaws discrimination in housing and seeks to proactively overcome the unfortunate legacy of discrimination. Through a partnership of the regional planning commissions, New Hampshire Housing, and Vermont Department of Housing and Community Development, a regular training should be provided in order to allow newly appointed officials to engage the topic early in their position and repeatedly as state and federal regulations change. These trainings should also address the limitations of the FHA and note that municipalities need to go a step beyond to address income-related disparities.
