To create new homes that meet the needs of the region’s residents, a balanced approach consisting of traditional affordable homes (built and operated with a subsidy) and market-rate homes is needed. Each approach has its own financial mechanisms and challenges. A particular focus of the Keys to the Valley study is “low-end” market- rate units, which are developed without subsidies and sold at market rate, but are affordable for lower-income residents and working-class families.
