Tenants may not be fully aware of their rights under landlord/tenant law, or afraid to exercise such rights for fear of losing already scarce housing. A widespread and continued effort, beginning in high school, prison, and in homes with supportive services, would ensure that renters are conversant with both their rights and obligations.
