Growth management and inclusionary zoning are planning approaches that tie specific regulatory tools to desired outcomes. Growth management tools can be used to ensure that new development is done in areas with adequate public facilities (such as water and sewer) for the type of development. Inclusionary zoning tools can be used to promote the construction of affordable homes in areas with water and sewer infrastructure.
- Provide educational materials and identify sample communities that have adopted inclusionary zoning provisions (e.g. 15% of all developments of 10 or more units in Ludlow are required to be affordable [Section 290, Town of Ludlow Zoning Regulations]).
- Educate municipal officials about other forms of growth management that would further community development and housing goals (e.g., adequate public facilities ordinance, capital improvement ordinance, transfer of development rights).
