Development in upland/headwater areas should minimize site disturbance and impervious surfaces and maximize on-site stormwater infiltration, consistent with Low Impact Development principles and utilizing Green Stormwater Infrastructure practices, in order to promote flood resiliency in downstream locations. Land use tools such as density bonuses, cluster development, and site plan regulations can be used to promote low-impact development.
