In denser village centers and downtown areas, living in close proximity to destinations enables more opportunities for walking or bicycling by residents. Safe pedestrian and bicycle access in these areas improves quality of life and reduces costs of living for residents.  

• Develop a capital improvement plan that includes improvements to sidewalks, bike access and streetscapes. 
• Establish a capital reserve fund for village streetscape improvements, such as what Springfield created to help implement their Main Street Master Plan. 
• Establish tax increment financing district or impact fee ordinance to help pay for investments in the public realm.
