Although often not treated as a change in use requiring a permit, zoning bylaws could treat primary and secondary residences differently. Not all loss of a primary home creates a secondary home, and not all secondary homes are short-term rentals. Bylaws could prohibit conversion or demolition of primary residences (both owned and long term rental), or (like under inclusionary zoning) require a fee that goes into an affordable housing fund for such loss.
