Municipalities should improve non-conforming buildings by requiring compliance upgrades, potentially iteratively over many years. This process can be slow but impactful over time, as done with the Strong Towns model of iterative upgrades (Iterating the Neighborhood: The Big Returns of Small Investments, Strong Towns 2019).
