Create a public or non-profit renovation ‘utility’ that would include services for home inspections, renovation planning and cost estimation, permitting, construction, and financial planning. The utility should have specific expertise in techniques for safe and affordable improvements, such as lead paint abatement and accessible ramp installation. Property owners would have the option to request some or all services as needed. Such a utility would reduce the stress on property owners and take much of the consternation about how to make such repairs and who to hire, out of the picture. A non-profit utility would also reduce costs.  Such a utility could also have a particular focus, for example, to help homeowners design, finance and build accessory dwelling units or convert an existing home into a small rental or Homeshare property. Some existing programs might be expanded to fill this role.
