Towns could budget municipal funds to help defray the costs of affordable housing projects, including purchasing land. Funds could be raised through appropriations, local gifts, or fees from inclusionary zoning.  Examples include but are not limited to Springfield On the Move’s former Façade Program, Woodstock Community TrustBurlington’s Housing Trust Fund and Montpelier’s pilot accessory dwelling unit program.  The Tri-Commissions should encourage a municipal or intermunicipal program that provides staff support to help promote the creation of accessory dwelling units and other “missing middle” types of homes.
