In core areas with multi-story buildings, buildings are highly visible and there is limited ability to shield them with landscaping or setback. It makes sense to allow dense housing in these areas, and bylaws can focus on the look of structures through form-based codes, removing any limit on the number of units inside entirely if adequate sewer and water is available.
