Accessory Dwelling Units (ADUs) can be held up in permitting over neighbor objections or inadvertently by outdated zoning regulations. State legislatures should preempt local bylaws and allow ADU buildings in compliance with dimensional requirements and health and safety codes a full exemption from zoning permitting if there is an affordability covenant.
